Gather and measure the butter, all-purpose flour, milk, salt, black pepper, and nutmeg. Set a medium saucepan over medium-low heat and add the butter. Allow the butter to melt completely, watching carefully to ensure it does not brown.

Once the butter has melted, whisk in the all-purpose flour until a smooth paste forms. Cook this mixture for about two minutes to eliminate the raw flour flavor without letting it take on any color. Gradually pour in the milk in two or three additions, whisking vigorously after each addition to prevent lumps from forming.
Step 3
Continue to cook the sauce while stirring constantly until it thickens, which should take about five minutes after all the milk is incorporated. The sauce is ready when it is pourable but easily coats the back of a spoon. Remove the saucepan from the heat and stir in the salt, black pepper, and optional nutmeg to taste.
